Why is gender equality work important at a university? What are the goals? And why do we need a Central Equal Opportunities Officer? What are her tasks?

Goals

All state university laws stipulate that the universities appoint both decentralized equal opportunities officers in the departments and administration as well as a central equal opportunities officer (§ 4 HSchG).

The equality of women and men, increasing the proportion of women in the academic field and in management positions as well as optimizing the compatibility of career or studies and family are important development goals at the Rhineland-Palatinate University of Technology Kaiserlautern-Landau. These are set out in the Equal Opportunities Plan. Due to the merger of the universities in Kaiserslautern and Landau, there is currently a separate plan for each location until a joint equality plan is adopted.

Our goal is to work together with all equality representatives at RPTU to ensure that equality and family friendliness are seen as a natural factor in all areas of the university. The main focus is therefore on structural changes.

Further goals are

  • increasing the proportion of women in all professional groups and qualification positions in which they are currently underrepresented
  • to ensure equal opportunities and equal opportunities for women and men
  • Promoting young talent and young academics
  • Promotion and personnel development of women
  • better compatibility of family and employment for women and men
  • working towards equal participation of women and men in all university committees and
  • preventing and combating sexualized harassment, violence and discrimination
  • and much more.

One of the most important current goals is to increase the proportion of female professors. To this end, programs such as the Federal Women Professors Program and the Junior Professors Program are being implemented. Through active recruitment and gender awareness in appointment procedures, women are to be encouraged to apply for positions in subjects in which they are underrepresented, and gender-specific stereotypes are to be dismantled.

In order to increase the proportion of female students in mathematical and technical subjects and to reduce the number of female students dropping out at the beginning of their studies, measures such as the mentoring project of the Equal Opportunities, Diversity and Family Office and the Schoolgirls' Day / Girls' Day are organized. As there are only a few degree programs at RPTU in which men are significantly underrepresented, the offers focus on supporting female students.

Tasks

The Central Equal Opportunities Officers are appointed by the University Senate. Their tasks are highly structural in nature. They are involved in all university bodies and represent the rights of women and the legal mandate of equality vis-à-vis the university management, the Senate, the University Council, the Human Resources Department and other internal university bodies. There is a close exchange with the university management, the Senate Committee for Gender Equality, the decentralized Equal Opportunities Officers of all departments, the Staff Council, the Secretaries' Network, the Asta Department for Social Affairs and the Equal Opportunities, Diversity and Family Office.

In addition, the Equal Opportunities Officers are committed to fulfilling the tasks set out in Section 2 (2): "The universities shall promote the actual implementation of equal rights for women and men and work towards the elimination of existing disadvantages" with various measures and offers for equal opportunities and equality for women of all university status groups.

The tasks according to § 72 para. 4 (HochSchG) include, among others

  • Participation in all social, organizational and personnel measures that affect female employees.
  • Contact person with an advisory function for all members of the university
  • Supporting the university bodies (University Council, Senate, President; tasks of the Senate in compliance with Section 2 (1) sentence 5 Gender Mainstreaming) and the committees they form
  • Participation in the preparation of the university's gender equality plan
  • Supporting the awarding of scholarships and other measures for the promotion of young academics and staff development for women
  • Initiating and carrying out program-related activities (e.g. Gender and Diversity Day)
  • Measures to prevent and combat sexualized harassment, violence and discrimination
  • and much more.
The Senate Equal Opportunities Officer must be informed in good time in order to carry out her duties. She can submit statements, participate in meetings of all committees in an advisory capacity and submit motions; her statements must be attached to the documents (§ 72 HochSchG).

Goals

One of the currently important goals is to increase the proportion of female professors. To this end, programmes such as the federal female professor programme and junior professor programmes are implemented. Active recruitment and gender awareness raising in appointment procedures will be carried out to encourage women to apply for jobs in subjects where they are under-represented and to address gender stereotypes.

In order to increase the female student ratio in the mathematical engineering subjects and to reduce the drop-out of female students at the beginning of their studies, measures such as the Mentoring project of the Gender Equality and Family Affairs Office like Schoolgirls' Day / Girls' Day are organised. Since there are only a few courses of study at RPTU in which men are clearly under-represented, the offers concentrate on the promotion of female students.

  • Initiation and implementation of program-related activities (e.g. Gender and Diversity Day)
  • Implementation of measures to prevent and combat sexualized harassment, violence and discrimination
  • and many more
