Overall digitization projects

Further development

Continuous Improvement Process

Digitalization at RPTU is constantly evolving. As a result, the requirements for organizing and managing digitalization projects are also changing. For this reason, the organization and framework of the overall “Digitalization Projects” initiative are continuously reviewed and refined. The goal is to make project work as simple, transparent, service-oriented, and practical as possible for all participants.

The improvement process is embedded in the Central Administration’s quality management system and is based on the Common Assessment Framework (CAF). CAF is a European quality management system for the public sector. It helps public organizations systematically evaluate their structures, processes, and results, identify opportunities for improvement, and implement concrete measures.

This process follows the Plan–Do–Check–Act (PDCA) cycle: First, needs and opportunities for improvement are identified, and appropriate measures are planned. After implementation, an assessment is conducted to determine whether the intended improvements have been achieved. The insights gained from this process are then incorporated into further adjustments to the project organization, processes, and tools.

This process is based in particular on:

  • Experience from ongoing and completed digitization projects,
  • feedback and suggestions for improvement from project participants,
  • insights from the practical application of the project handbook and templates,
  • changes in organizational, technical, or legal conditions, as well as
  • results from reviews and evaluations.

The CAF self-assessment places particular emphasis on the active participation of employees in the assessment and improvement of processes. In addition, process management and Digitalization are to be developed jointly, and the Digitalization strategy and ongoing Digitalization projects are to be presented and communicated transparently.

On this basis, the project handbook, the templates, and the processes, roles, and responsibilities within the overall project are regularly reviewed and adjusted as needed. Particular attention is paid to clearly formulating milestones, incorporating changes at an early stage, and using experience gained from the projects to further develop the common standards. The introduction of agile project management methods was included in the CAF Action Plan as a separate area of action for Central Administration.

Comments and suggestions for improvement can be directed to the Overall Project Steering Committee at any time. The committee reviews the suggestions and forwards them to the Overall Project Coordination team. The overall project coordination team decides on editorial and operational adjustments. Significant changes to content are submitted to the Digitalization Projects Steering Committee for a decision. Once a decision has been made, the overall project management team implements the changes. The updated version of the project handbook is then published on Seafile.
