Prerequisites

The RPTU's quality management system is based on the provisions of the Higher Education Act (cf. HochSchG). ‘Quality management encompasses all areas of activity that are essential to the strategic orientation of an organisation’
(source: Federal Ministry of the Interior and Homeland).

In addition to ‘quality management in the area of studies and teaching’ and ‘quality management in the area of research’, ‘quality management in the area of science support’ forms the third pillar of the RPTU's quality management system.

Common Assessment Framework (CAF) quality assessment model

The Common Assessment Framework (CAF) is the joint quality assessment model for public administration in Europe. CAF was developed to improve the performance of public administration and modernise it.

On behalf of the Chancellor and based on the ‘Partial Basic Regulations for the Quality Assurance System of the University of Kaiserslautern-Landau in Rhineland-Palatinate’, Department 6.1 coordinates the CAF self-assessment process for the science support area (ZV).

The self-assessment is carried out by the self-assessment team (max. 15 people, all departments are represented), discussed in a consensus workshop and the results recorded in the self-assessment report.

The action plan team (chancellor, all department heads and representatives of the self-assessment team) evaluates the results in the action plan workshop, draws up and prioritises a plan with improvement measures to be implemented. Once the action plan has been approved and has been in implementation for six months, the CAF seal of approval can be applied for.

To continuously improve quality and maintain the quality seal, the cycle must be repeated regularly.

At the RPTU, the starting signal was given in 2023 with the adaptation of the CAF assessment sheet for the area of central administration (the CAF procedure can in principle be applied to all science-supporting organisational units).

There are a total of twelve specific measures and four quick wins derived from the implementation of the Common Assessment Framework. All quick wins were already implemented in 2025. The implementation of the twelve measures is planned for completion by the end of 2026.
